Email to BCS Presidential Oversight Committee Chair and University of Nebraska Chancellor Harvey Perlman

I have personally enjoyed the performances that Ndamukong Suh put forth this year, showcasing the football team representing your historic University. I am writing to you in your role as the chair of the BCS Presidential Oversight Committee and as the Chancellor of the University of Nebraska. I have already presented this plan to Bill Hancock but believe its scope and vision is beyond the jurisdiction of the BCS alone.
The attached plan includes a proposed NCAA rule change that would have allowed Nebraska to be eligible for a second bowl in 2009, 2003, 2000, 1999 and 1998 and a tournament design that would have included Nebraska in the national championship process in 1999.
Eight other Big Twelve teams would have benefited under these designs. The following teams would have also been eligible for a second bowl since 1998:
Texas in 2009, 2008, 2007, 2006, 2005, 2004, 2003, 2002, 2001, 2000 and 1999; Oklahoma in 2008, 2007, 2006, 2004, 2003, 2002, 2001 and 2000; Kansas State in 2003, 2000, 1999 and 1998; Colorado in 2002 and 2001; Texas Tech in 2008; Kansas in 2007; Missouri in 2007 and Texas A&M in 1998.
An alternate version of these rule changes would allow the NCAA to establish guidelines to clarify their constraints on any proposed tournament and bring the certification of any future tournament under the supervision of the NCAA Championship/Sports Management Cabinet.
Texas in 2008, Oklahoma in 2007, Kansas State in 1998 and Colorado in 2001 would have each been included in the championship tournament that is offered.
These rule changes would need a conference, such as the Big Twelve, to sponsor them. The Big Twelve's recent bowl eligibility proposal has caused many NCAA members to talk about examining the health of the bowl system in its entirety. These designs and my personal vision of establishing the BCS as an accreditation board for the bowls would greatly enhance that conversation.

A simulation of these designs using the results of the past twelve years in included, as is a thirty page discussion of the real world constraints on postseason designs in general.
